These conditions depend on free living and free thinking as bases for regulation of Sovereign civil law in society. Peace is the main right and desire of the civilized, ethical and religious society in the world and we can know and trace legal and lawful boundaries of peace related to living in society and we can connect ourselves in context of national, regional and international relationship with human painfulness, the painfulness that is the major cause for human crying all over the world, it means that we must respect humanity and this respect makes us able to reject all tyrannical regimes all over the world.

Diese Bedingungen hängen von ungezwungen Leben und freien Denken ab, die als die Grundlage für die Regulierung der Souverän Zivilrecht in der Gesellschaft angesehen werden.

نویسنده : عبدالبصیر صهیب صدیقی ‏ شنبه‏، 2013‏/11‏/23 بعد از آنکه اتحاد جماهیر شوروی در سال 1991 در نتیجۀ جنگ آزادی خواهانۀ ملت مسلمان افغانستان در برابر اشغال شوروی ها ، حادثۀ نیروگاه اتمی چرنوبیل و اصلاحات گرباچف یا پرو.سترویکابه به 15 چمهوریت تقسیم شد ، جمهوریت های آسیای مرکزی بیشتر از هروقت و زمان دیگر جای بارز و برجسته را در اجندا ی استراتیژیک اقتصادی منطقه و جهان احراز می کنند و دسترسی به منابع و ذخایر آسیای مرکزی جاذبیت بیشتری به خود می گیرند و انگیزۀ تحرکات رقابت های اقتصادی منطقه بحساب می ایند که صف آرائی ها و آرایش های نو و جدید قدرت های منطقه و جهان را بعد از سپری شدن جنگ سرد و قوام جهان یک قطبی در تاریخ بشریت رقم می زند .
